Announcement of a Tender

The Sub-Tender Committee of Arabian Gulf Oil Company (AGOCO) - Benghazi Libya.  Announces of new tender to:

Supply and replace of the existing  (10 Ton)  crane at Nafoora Oil Field 500 L.D

So, to all Capable, Specialized Companies only which have previous experience in this project and similar projects in the Oil and gas sector which have the intention to submit to this tender.

Brief of Scope of Work: The work is a turnkey basis (EPC) project consists of furnishing all labours, supervision, engineering as required, supply material, required equipment, all services necessary incidental to the completion of the project as further described in the bid documents, all in accordance with AGOCO specifications.

Whereas, the bidder should submit the price breakdown for the work in accordance with the attached schedule price Break-down in the bidding documents. The bidder is also strongly advise to conduct site survey to field verify the actual distances of the flow lines before submitting their  bids.

The Tender Booklets handing will be during the period from 23/08/2017 to 30/08/2017 between 10:00 AM to 14:00 PM The handing will be to their representative only .

   

The Tender booklets are to be obtained from office No. ( 349 – 357) , AGOCO Main Building – Elkish, Benghazi, against payment as mentioned in the above table, paid through non-refundable certified cheque (From a Libyan bank) Credited to Arabian Gulf Oil Company (AGOCO).Booklets will not be submitted to other than the Capable, Specialized bidders, which are able to submit the required documents by this announcement, according to the following conditions:

  1. Representatives have to be authorized through official letters from their Companies.
  1. Who desire to bid has to present his qualification and past-experience, supported with documents related to the project works. Also legal and financial documents, according to the prevailing laws for those registered in Libya, have to be submitted (all in separate envelope). These are :
    1. Decree of formation.
    2. Valid Commercial registration.
    3. Valid registration Certificate from Chamber of Commerce.
    4. Valid certificate of working permission.
    5. Valid proof of tax payment.
    6. Financial status along last three (3) years or current budget for new companies.
    7. Minister of economy working permission.( for Foreigners Contractor))

Bid to be submitted in five (5) separate, red wax sealed envelopes stamped from bidder, indicating project name and participating bidder name to be indicated on each envelope.

  •  First envelope contains company supporting legal documents (one original) a mentioned in condition no. 2 above.
  • Second envelope is for technical offer (one original + three copies) without price; otherwise, it will be rejected. Offer Validity should be at least three (3) months from the Closing Date.
  • Third envelope is Un-priced commercial offer (one original + three copies) (without price; otherwise, it will be rejected) has to contain the required payment conditions with the necessity to agree on all AGOCO general terms and conditions to participate in the tender, and also the acceptance that the Libyan jurisdiction is the competent one settle any disputes which might arise between the contract parties, and it should contain a copy of commercial offer without price.
  • Fourth envelope is Priced commercial offer (one original + three copies).
  • Fifth envelope is a Bid bond (one original).
  1. There must be no advanced payment by AGOCO to the contactor.
  1. Bid bond value is (0.5% L.D) from bid total and must be submitted as a certified cheque issued from a local Libyan bank to AGOCO, or Bank Guarantee valid for six (6) months from bid submission date and contained in red wax sealed separate envelope. The Bid bond cheques and Bank Guarantee will be returned later for non accepted bidders.
  1. Bids have to be submitted during the official working hours, to Sub-Tender Committee, Head-office, Arabian Gulf Oil Company, El-kish- Benghazi - Office No. (349- 357)  before the closing date on Thursday 28/09/2017 14:00 o’clock.
  1. Any bid which does not comply with the above mentioned conditions will be rejected. Low price is not the only controlling factor in evaluation.
  1. AGOCO reserves the right to cancel the tender without obligation to give any reason for such cancellation and it has the right to handle the submitted bids in the proper manner to it after finalizing the tender. And AGOCO ha not any responsibility for any expenses for Contractor if  Tender have been cancelled
